Creates the "West Virginia National Guard Servicemember's Medical Readiness Act" establishing a TRICARE premium reimbursement program within the military department

Defines eligible recipients as West Virginia National Guard members who qualify for TRICARE Reserve Select or TRICARE Dental Program coverage

Authorizes the military department to award reimbursement grants covering premiums paid for individual TRICARE Reserve Select or TRICARE Dental coverage

Requires the adjutant general to adopt written policies and guidelines to implement the program, and prohibits reimbursement for any premiums already covered by the federal government

Takes effect July 1, 2026, with funding contingent on specific appropriations in the general appropriations act
