Expands the involuntary commitment pilot program from 3 counties (Cabell, Berkeley, and Ohio) to 7 counties by adding Hampshire, Morgan, Ohio, and Wood Counties

Allows the Supreme Court of Appeals, mental health facilities, law enforcement, Department of Human Services, and Department of Health Facilities to participate in pilot projects implementing the involuntary commitment process

Maintains the prohibition on using alternative transportation providers until standards defining their role, scope, regulation, and training are developed and implemented

Requires mental health centers to provide qualified licensed personnel for prompt commitment evaluations, conducted in person or by videoconference if in-person would cause substantial delay
