Creates the Foster Care Facilities Improvement Fund in the State Treasury to improve availability of residential childcare and treatment facilities within West Virginia

Establishes a Foster Care Facilities Improvement Advisory Committee of 5-10 members appointed by the Secretary of Human Services, consisting of foster care service providers or parent advocates serving two-year terms

Requires the advisory committee to meet quarterly and make written recommendations for fund disbursements to improve access to residential childcare facilities, including those providing psychiatric, neurodevelopmental, and trauma services

Prioritizes grant funding to West Virginia nonprofit organizations operating residential childcare facilities, treatment facilities, and emergency child shelters for renovation, construction, and maintenance

Authorizes additional disbursements for state property renovations, treatment programs matching clinical profiles of youth historically placed out-of-state, expanding the child welfare provider network, and operating state-owned in-patient childcare facilities
