Transfers administrative authority over the West Virginia Drinking Water Treatment Revolving Fund and Water Pollution Control Revolving Fund from the Water Development Authority to the Department of Environmental Protection

Eliminates the Water Development Authority Board and shifts its responsibilities to the renamed Water Development and Infrastructure Council (formerly the Infrastructure and Jobs Development Council)

Allows private utilities to become eligible for low-interest loans through the Water Development Authority, with loans to public utilities receiving priority

Renames the Distressed and Failing Utilities Improvement Act to the Distressed and Failing Water and Wastewater Utilities Improvement Act and requires mandatory reporting to municipal governing bodies and county commissions

Creates a voluntary Early Intervention Pilot Program for 6-10 public water and wastewater utilities to address critical issues before being placed on the distressed and failing utilities watch list
