Creates the "West Virginia Litter Control and Environmental Cleanup Act" assigning the Department of Environmental Protection to oversee statewide litter control, enforce dumping penalties, and support counties with Litter Control Officers

Requires the Department of Transportation to clear litter from state highways, implement prevention signage, and coordinate with other agencies on major cleanup projects

Directs the Department of Environmental Protection to issue a Request for Proposal for a nonprofit contractor to clean illegal dumpsites, remove roadway litter, and conduct waterway cleanups across streams, creeks, and rivers

Provides funding eligibility for counties employing Litter Control Officers and authorizes funding through existing litter control funds, grants, violation fines, and private partnerships

Mandates annual reports and program audits to the Legislature beginning July 1, 2027, with an effective date of July 1, 2026
