Prohibits all West Virginia state government entities—including public schools, state universities, healthcare facilities, and any entity receiving state funds—from engaging in, promoting, or facilitating discussions, training, curricula, or policies related to sexual orientation or gender transitioning.

Bans use of state funds for any medical, psychological, or educational programs involving gender transitioning or sexual orientation discussions, including referrals for puberty blockers, hormone therapy, or surgical procedures.

Prohibits public schools and state-funded institutions from allowing materials, books, instructional programs, or presentations that promote or facilitate discussions on sexual orientation or gender identity.

Establishes enforcement through employee disciplinary action including termination, suspension of funding for violating entities, and grants a private right of action allowing any West Virginia resident to sue in circuit court.

Authorizes the Attorney General to investigate and prosecute violations of the statute.
