Prohibits road closures on disability-accessible land that would reduce access below the 2.5 miles per square mile threshold, unless the road was temporary or poses a direct health/safety threat

Mandates consideration of reopening roads closed within the past 10 years on non-disability-accessible land, and establishes a rebuttable presumption that roads shall remain open for public use

Requires public notice, comment periods, and hearings for proposed road closures, and obligates directors to establish new roads within one year of any closure
