Expands the list of medical professionals authorized to certify a student's eligibility for homebound educational services to include nurse practitioners and certified physician's assistants, in addition to licensed physicians

Homebound services are required for students who are homebound due to injury or other medical reasons for periods lasting or expected to last more than three weeks

Applies to all local educational agencies in West Virginia, including county boards of education, state-supervised schools and facilities, and public charter schools acting as their own LEA

Amends §18-20-1 of the West Virginia Code relating to education of exceptional children
