Licensed limited video lottery retailers and permittees would be authorized to conduct advertising and promotional activities, which were previously restricted under existing legislative rules.

All advertising and promotional activities must receive prior approval from the Lottery Director before being published or released by licensees, retailers, operators, permittees, or their agents and affiliates.

The Lottery Commission would gain rulemaking authority to govern advertising and promotional activities, provided such rules are consistent with other state gaming code provisions covering racetrack video lottery, table games, sports wagering, and casino gaming.

Any existing legislative rules that previously restricted advertising or promotional activities for licensed limited video lottery retailers or permittees would have no effect upon enactment of this bill.

The bill was introduced on February 5, 2026, by Senators Rose, Clements, Martin, and Rucker and referred to the Senate Committee on Finance.
