Increases the ratio of professional educators from 72 to 75 per 1,000 students in net enrollment across all county density categories (high, medium, low, and sparse)

Raises service personnel ratios by 3 per 1,000 students beginning July 1, 2026, with new ratios ranging from 56.79 (high-density counties) to 58.50 (sparse-density counties)

Provides a one-year exemption for the 2026-2027 school year, preventing counties from being penalized for failing to meet minimum professional instructional personnel ratios

Maintains existing protections for counties experiencing enrollment increases or serving as fiscal agents for multi-county vocational centers
