Requires public schools to administer competency assessments to students transferring from nonpublic schools, home schools, microschools, learning pods, or individualized instruction plans before enrollment

Prohibits public schools from transcribing grades onto a public school transcript until the student demonstrates competency through assessment

Amends West Virginia Code §18-8-12, which currently addresses diploma issuance from various educational settings

Maintains existing provisions that diplomas from private schools, home schools, microschools, and learning pods are legally equivalent to public school diplomas for state agencies and higher education institutions
