Amends West Virginia Code §3-1-37 to allow persons conducting normal activities that typically occur at a polling place location during non-election periods to be present within the 100-foot restricted zone

Removes the existing exemption for persons who "conduct business" within the restricted distance, replacing it with the new "normal activities" provision

Prohibits these exempted individuals from entering the voting room for any purpose that isn't time-sensitive while voting is being conducted

Maintains that exempted persons remain subject to all prohibited election activities, including the ban on electioneering
