Transfers responsibility for hearing appeals of law-enforcement certification decisions from the Deputy Secretary of the Department of Military Affairs and Public Safety to the Office of Administrative Hearings

Applies to appeals involving denial of entry into law-enforcement certification programs, removal from training, denial of certification reactivation, and suspension or decertification of officers or instructors

Expands the Office of Administrative Hearings' jurisdiction to include appeals from decisions or orders of any subcommittee of the Governor's Committee on Crime, Delinquency, and Correction

Amends §15A-2-4 and §15A-9-3 of the West Virginia Code
