Creates the West Virginia Housing Stability Fund as a special revenue fund in the State Treasury, administered by the Secretary of the Department of Human Services to combat housing instability and child homelessness

Authorizes disbursement of grants to child welfare agencies, housing authorities, and qualifying 501(c)(3) nonprofit organizations that provide housing assistance and child welfare services

Provides tenant-based housing assistance vouchers and utility bill assistance payments (covering electricity, natural gas, water, sewer, and heating fuel) to eligible state residents

Prioritizes assistance for low- to moderate-income families with minor children, families with children under 25 in the child welfare system, and families with children at imminent risk of out-of-home placement due to housing instability

Extends eligibility to any household earning no more than 80% of area median income that demonstrates homelessness risk, unsafe living conditions, utility shutoff issues, or other housing instability threatening family preservation
