Eliminates the Herbert Henderson Office on Minority Affairs and repeals the statutory provisions establishing the office and its community-based pilot project

Transfers any remaining balance in the Minority Affairs Fund to the Entrepreneurship and Innovation Investment Fund effective July 1, 2026, and terminates the Minority Affairs Fund

Removes the Director of the Herbert Henderson Office on Minority Affairs from the West Virginia Semiquincentennial Commission and the West Virginia Hope Scholarship Board

Increases appointed parent members on the Hope Scholarship Board from three to four members to replace the eliminated position

Directs the Department of Administration to rename Building 3 of the State Capitol Complex as the "Herbert H. Henderson Memorial Building" with appropriate signs and plaques commemorating his legacy as a civil rights advocate and the first African American graduate of George Washington University Law School
