Tier II teachers (those joining the Teachers Retirement System on or after July 1, 2015) would be allowed to convert unused sick and annual leave into retirement service credit at a ratio of 2 days of leave for 1 day of credited service

Current law prohibits Tier II teachers from applying accrued leave toward retirement service credit, while Tier I teachers can convert leave at a more favorable 1:1 ratio

The additional credited service from converted leave cannot be used to meet initial retirement eligibility requirements, only to increase benefits after eligibility is established

The bill amends §5-16-13 of the West Virginia Code and references computation rules in West Virginia Code of State Rules §162-4-4.12
