Eliminates the Records Management and Preservation Board and shifts its rulemaking authority and grant administration duties for county records management to the Director of the Archives and History Section of the Department of Tourism.

Repeals numerous state boards, commissions, councils, and advisory committees across multiple agencies, including the Women's Commission, Juvenile Justice Reform Oversight Commission, Employment First Taskforce, Whitewater Commission, and various healthcare-related advisory boards.

Transfers specific duties from eliminated entities to existing state agencies: the West Virginia Motorsport Committee and Flatwater Trail Commission powers go to the Tourism Advisory Council, and the Technology-Related Assistance Revolving Loan Fund Board duties transfer to the Division of Rehabilitation Services.
