Eliminates the ability of poll workers to challenge a voter's ballot based on subjective judgments about whether the voter is "sufficiently" disabled or illiterate to qualify for voting assistance

Removes provisions allowing challenges to absentee ballots on grounds that a voter who received assistance was not disabled or illiterate enough to need help

Retains existing voter assistance requirements including that helpers sign oaths not to influence the voter's choices and that a list of assisted voters be maintained

Keeps penalties in place for election officials who provide unauthorized assistance to voters known not to require it (felony with up to $5,000 fine and 1-5 years imprisonment)

Maintains all other ballot challenge grounds including incomplete applications, false statements, registration issues, and signature mismatches
