Creates new regulations for "finders" (people who locate unclaimed property for a fee), capping their compensation at 10% of total claim value and voiding agreements made within 24 months of property being delivered to the administrator

Allows the administrator to waive reciprocal claim requirements with other states and permits requests for unredacted documentation when processing claims

Clarifies that when an intestate estate has no heirs, personal property must be liquidated by the executor with proceeds passed to the State Treasurer, rather than transferred for public sale disposition
