Updates and modernizes West Virginia workers' compensation statutes by removing or revising provisions made obsolete by 2005 and 2006 legislative and regulatory changes.

Replaces outdated references to the former "Workers' Compensation Commission" with the Insurance Commissioner, private carriers, or self-insured employers throughout the code.

Reduces the Workers' Compensation Board of Review membership from a fixed five members to a flexible range of at least three but no more than five members.

Repeals 13 obsolete code sections (§23-4-3b, §23-4-3c, §23-4-22, §23-5-1, §23-5-3, §23-5-5, §23-5-6, §23-5-8, §23-5-9, §23-5-10, §23-5-11, §23-5-12, §23-5-13, and §23-5-16) related to the former workers' compensation system.

Makes technical corrections including standardizing references to public offices and agencies, updating statutory citations, and correcting spelling and grammatical errors throughout the workers' compensation statutes.
