Creates the First-Time Drive to Work Pilot Program within the Division of Economic Development to help first-time vehicle buyers aged 18-30 who are employed or have job offers of at least 30 hours per week in West Virginia

Provides up to $6,950 in total assistance per participant: one-time down payment grants up to $1,500, temporary insurance assistance up to $75/month for six months ($450 max), and loan guarantees up to $5,000 covering 50% of outstanding balance

Limits eligible vehicles to those under $20,000, less than 10 model years old, under 120,000 miles, and requires state safety inspection and titling in participant's name

Caps program at $5 million annually with maximum 750 participants on first-come, first-served basis; prohibits vehicle sale or transfer for 24 months after acceptance

Program becomes effective July 1, 2026, and terminates after five years with required annual reporting to the Joint Committee on Government and Finance
