Requires municipal law enforcement officers to complete a minimum of 40 hours of leadership training through Law Enforcement Professional Standards (LEPS) before becoming eligible for promotional examinations

Establishes a weighted scoring system for promotions: written examination (40%), Law Enforcement Board evaluation (40%), and seniority based on years of service and employment record (20%)

Mandates evaluation by a Law Enforcement Board composed of at least four sworn officers from an outside agency located at least 90 minutes away from the employing municipality

Requires the board to ask candidates at least three questions on police tactics, leadership, deductive reasoning, and departmental policies, scored on a 1-10 scale

Applies to all municipal law enforcement agencies subject to civil service provisions and requires uniform application of promotional criteria to all eligible candidates
