Prohibits West Virginia Medicaid funds from being used to pay for abortions (except those permitted under existing state law §16-2R-3) or gender transition procedures

Bars Medicaid contracts, commercial transactions, and grants with any entity that performs abortions or gender transition procedures, provides referrals for these procedures, or is an affiliate of such entities

Extends funding prohibitions to all state, county, city, and municipal public funds, preventing their use to provide, perform, promote, counsel in favor of, or refer for abortions or gender transition procedures

Authorizes the Attorney General and any person or entity eligible for public funds to bring enforcement actions, with remedies including recoupment, injunctive relief, suspension, or debarment

Takes effect October 1, 2026, and includes severability provisions allowing remaining sections to stand if any provision is struck down
