Creates the "Guaranteeing Rights Against Novel International Tyranny and Extortion (GRANITE) Act" allowing West Virginia residents and businesses to sue foreign states and international organizations that attempt to enforce foreign censorship laws against constitutionally protected speech

Prohibits West Virginia courts from recognizing, enforcing, or cooperating with foreign judgments, fines, arrest warrants, or extradition requests based on speech protected by the First Amendment or West Virginia Constitution

Establishes a presumption that foreign censorship laws violate constitutional free speech protections, placing the burden on defendants to prove by clear and convincing evidence that their enforcement would satisfy strict scrutiny

Imposes joint and several liability on foreign states, their agencies, international organizations, and foreign officials, with remedies available when enforcement threatens expression including in digital communication, blockchain, and internet services

Takes effect July 1, 2026, and requires the Attorney General to promulgate rules guiding state and local law enforcement on identifying and refusing cooperation with foreign censorship-related requests
