Authorizes the West Virginia Department of Tourism and county commissions to submit requests to the Commissioner of Highways for digital mapping of unimproved public roads with outdoor recreation potential.

Requires mapping requests to identify road use types (motorcycles, ATVs, UTVs, off-road vehicles), surface conditions (gravel, aggregate, dirt), scenic/historic/recreational value, and location information.

Mandates that completed digital maps be posted online in a downloadable format with information relevant to outdoor recreation and tourism.

Requires cooperation between the West Virginia Division of Highways and Department of Tourism to promote outdoor recreation on unimproved roads.

Expands existing digital road map requirements to indicate road conditions (unpaved/improved, paved/lined) and vehicle types permitted on each road.
