Continues the Robert C. Byrd Corridor H Highway Authority to promote economic development along the highway corridor through Lewis, Upshur, Barbour, Randolph, Tucker, Grant, and Hardy counties in northeastern West Virginia

Establishes a 21-member voting board with three appointees from each of the seven county commissions, plus five ex officio non-voting members including the Commissioner of Highways, Director of Natural Resources, Secretary of Economic Development, and two regional planning council directors

Grants the authority broad powers including acquiring and disposing of property, entering public-private partnerships, accepting federal grants and loans, contracting for services, and maintaining sinking funds for future obligations

Members serve three-year terms without compensation but receive expense reimbursement; eleven voting members constitute a quorum for conducting business

Requires annual reports to the Joint Committee on Government and Finance beginning December 1, 2026, detailing projects, partnerships, and recommended legislation for economic development
