Permits individuals licensed to carry concealed deadly weapons to carry firearms inside West Virginia State Capitol Complex buildings, requiring license presentation upon entry if requested

Prohibits concealed deadly weapons in the Governor's office and Supreme Court chambers, including the entire third and fourth floors of the East wing

Authorizes the State Senate and House of Delegates to establish their own weapons rules for their respective chamber floors and galleries

Allows lawful carrying of deadly weapons, firearms, and pepper spray of any size on sidewalks and streets directly bordering the Capitol Complex grounds

Maintains the existing prohibition on bringing deadly weapons into Capitol buildings for those without concealed carry licenses, while still permitting firearms to be stored in locked vehicles out of normal view
