Closes the Parent Education and Mediation Fund on July 1, 2026, and transfers all remaining balances to the Family Court Fund

Redirects the portion of jury costs previously deposited into the Parent Education and Mediation Fund to instead go to the Family Court Fund

Maintains the existing split of jury cost deposits, with one-half going to the Family Court Fund and one-half to the Domestic Violence Legal Services Fund

Amends West Virginia Code §48-9-604 and §52-1-17 to implement these fund transfers and deposit changes
