Transfers administration of the Court Security Fund from the Department of Military Affairs and Public Safety to the Supreme Court of Appeals

Authorizes the Legislature to appropriate funds to pay the Supreme Court of Appeals' administrative expenses, capped at the lesser of 3% of fund deposits or $30,000 annually

Repeals §51-3-17, eliminating legislative rule-making requirements for the Court Security Board

Updates terminology on the board, changing "family law master" to "family law judge" to reflect current court structure
