Requires West Virginia high school students to pass a test similar to the U.S. Citizenship and Immigration Services naturalization civics exam before graduating, beginning with the 2026-2027 school year

Students who fail the naturalization-style test may retake it at the beginning of each month during their junior and senior years until they pass

Mandates a civics class covering the West Virginia Constitution as an additional graduation requirement

Requires students to pass 10 questions on "the dangers and historic failures of communism and socialism" in countries including Russia, Cuba, Venezuela, Romania, and Mao's China, including information about political imprisonment and government killings
