Creates the "Safe Library Books for Kids Committee" within the Department of Tourism, consisting of the Tourism secretary (or designee) plus four Governor-appointed members serving two-year terms without compensation

Requires the committee to develop an age-appropriateness rating system for all books in children's and teens' sections of public libraries

Mandates review of all titles currently held in West Virginia public libraries, starting with books for youngest readers and progressing through teen and adult levels

Prohibits non-rated books from being placed in children's or teens' sections after the rating system is implemented; rated books must be placed in age-appropriate sections

Establishes a misdemeanor criminal penalty with a minimum $500 fine per occurrence for violating the book placement requirements
