Creates the Neighborhood Access Road Program administered by the West Virginia Division of Highways to fund construction or improvement of public access roads serving residential neighborhoods and subdivisions

Establishes a special revenue fund in the State Treasury called the Neighborhood Access Road Fund, consisting of legislative appropriations, grants, and federal funds

Limits individual project funding to $750,000 per fiscal year, with projects required to serve a minimum of 20 residential dwelling units (single-family, multifamily, or combination)

Prohibits funding for interior subdivision roads, private or gated roads, driveways, parking areas, and roads serving exclusively commercial or industrial development

Requires annual reporting to the Oversight Commission on Transportation Accountability and includes a 10-year sunset provision with remaining funds reverting to the State Road Fund upon termination
