Strengthens age verification requirements for online kratom sales, mandating digital identification or commercial/governmental age verification systems using government-issued ID or transactional data to verify purchasers are 21 or older

Requires the Department of Agriculture Commissioner to notify the Tax Department of any violations for revocation of business licenses

Mandates the Commissioner employ a software management system to track kratom manufacturer/retailer registrations, product registrations, inspections, and referrals to prosecutors and the Tax Department

Maintains existing criminal penalties including felony charges (up to $5,000 fine and 1-5 years imprisonment) for selling to persons under 21, and misdemeanor charges (up to $1,000 fine and 1 year jail) for underage possession
