Requests the Joint Committee on Government and Finance study funding mechanisms for West Virginia's Flood Resiliency Trust Fund, which was created in 2023 with authorization for up to $40,000,000 initial allocation and $40,000,000 annual replenishment

Study must examine dedicated state revenue streams including severance tax allocations, insurance surcharges, and other recurring revenue sources

Federal funding opportunities to be analyzed include the Building Resilient Infrastructure and Communities (BRIC) program and Community Development Block Grant disaster recovery funds

Review required of other states' best practices for flood resilience funding mechanisms, governance structures, and outcomes

Committee must report findings and proposed legislation to the Senate by January 1, 2027, for consideration during the 2027 legislative session
