Requires county library boards and school district boards to establish a formal challenge process by August 1, 2026, allowing residents to contest the placement of sexually explicit materials; decisions must be rendered within 60 days of receiving a challenge

Imposes a $500 per day civil penalty on libraries and school districts that fail to implement the required challenge process by the deadline

Creates a private cause of action allowing county residents or school district residents to sue for violations, with courts authorized to award injunctive relief, damages, and mandatory attorney fees to prevailing plaintiffs; lawsuits may only be filed after completing the challenge process

Defines "sexually explicit material" as written, pictorial, or electronic depictions of specific sexual acts including penetration, oral-genital contact, genital touching, and use of artificial sexual devices
