Creates a "landowner's bill of rights brochure" that must be provided to property owners before or when they are first notified that their property may be condemned through eminent domain

Requires the brochure to inform landowners of their right to adequate compensation, that property can only be taken when public interest and necessity require it, and that condemning parties must provide 15 days written notice before entering property for surveys or tests

Mandates disclosure that condemning parties must provide written evidence of fair market value through an appraisal and must make good faith efforts to purchase the property before initiating condemnation

Informs landowners of their right to hire an appraiser or attorney, have compensation determined through informal proceedings, and appeal to a trial by judge or jury if dissatisfied

Applies to eminent domain actions initiated on or after July 1, 2026
