Authorizes the Wyoming Secretary of State to charge fees up to $5,000 to expedite document filings under Title 17 (Corporations), Title 34 (Property), and Title 40, Chapters 1-2 (Trade and Commerce)

Expedited filing is available only upon request of the filer and is optional

Secretary of State must establish fee amounts and procedures through administrative rulemaking, considering impact on total filings, expediting costs, and statutory filing deadlines

Expedited processing does not change the priority of rights based on original filing time
