Renames the "Select Committee on Blockchain, Financial Technology and Digital Innovation Technology" to the "Select Committee on Blockchain and Emerging Technologies"

Expands the committee's legislative mandate to promote Wyoming's continued leadership in the digital economy through three specific goals: reducing impediments for technology companies, developing policies to attract and retain tech companies, and promoting digital commercial activity

Removes the previous requirement that legislation related to Title 13 (elections) be referred to the joint minerals, business and economic development interim committee

Requires the governor to appoint three liaisons to the renamed committee by March 15 following each general election

Takes effect immediately upon completion of all acts necessary for a bill to become law
