Exempts vehicles owned by the Eastern Shoshone and Northern Arapaho tribal governments of the Wind River Indian Reservation from paying county and state registration fees

Requires the Wyoming Department of Transportation to issue distinctive license plates indicating public ownership for tribal government vehicles

Adds tribal governments to the existing list of fee-exempt entities, which includes federal, state, and local governments, irrigation districts, weed and pest control districts, and senior citizen centers

Amends W.S. 31-2-207 (publicly owned vehicles) and W.S. 31-3-101(g)(i) (registration fee exemptions)

Effective immediately upon completion of all acts necessary for the bill to become law
