Repeals the strategic investments and projects account (W.S. 9-4-220) effective July 1, 2026, transferring all remaining funds except the Wyoming state penitentiary capital construction account to the general fund

Redirects annual $10 million transfers for the Wyoming state penitentiary capital construction account to come from the general fund instead of the strategic investments and projects account, beginning June 30, 2027 through July 1, 2038

Redirects certain permanent Wyoming mineral trust fund earnings that previously went to the strategic investments and projects account to instead go to the legislative stabilization reserve account

Requires the state auditor to report to the joint appropriations committee on transferred amounts by October 31, 2026 and October 31, 2027

Honors existing appropriations and obligations from the strategic investments and projects account made before July 1, 2026 by paying them from the general fund
