Prohibits any person from delivering another elector's ballot to the county clerk, with exceptions for immediate family members and authorized residential care facility employees

Residential care facility employees and bona fide caregivers may deliver absentee ballots for up to 5 qualified electors per election, but must file an affidavit with the county clerk under penalty of perjury

Ballots delivered in violation of these restrictions shall not be tabulated if discovered before ballot tabulation, and the county clerk must attempt to notify the affected voter

Knowingly and willfully violating the ballot delivery restrictions is a felony punishable by up to 5 years imprisonment, a fine up to $10,000, or both

Takes effect immediately upon completion of all acts necessary for a bill to become law
