Expands poll watcher authority to observe "every aspect of the election," including voter registration, vote counting, polling place setup, shutdown procedures, and absentee voting periods

Requires poll watchers be positioned close enough to hear and see voters as they check in with election judges, and prohibits preventing them from observing all activities and processes

Allows political parties without candidates on the ballot to certify volunteer poll watchers, and permits one poll watcher per party per precinct at multi-precinct locations

Mandates polling places provide chairs for poll watchers but specifies watchers cannot be restricted to sitting in chairs

Requires poll watcher certifications be submitted electronically by close of business the day before early voting or election day, and must identify training completed; authorizes Secretary of State to promulgate implementing rules
