Establishes the Wyoming Homestead Opportunity Program to sell surplus state land at $1.00 per acre to eligible Wyoming residents who are U.S. citizens domiciled in the state for at least 12 consecutive months

Creates 10-20 homestead clusters statewide, each containing 300-1,000 lots of 10 acres each, restricted to single-family residential use with permanent covenants prohibiting subdivision, commercial use, or multi-family development

Prohibits business entities from purchasing or owning lots and caps individual ownership at 25 acres statewide, with lot allocation determined by random lottery rather than discretionary selection

Requires purchasers to obtain a certificate of occupancy within 20 years and occupy the dwelling as their primary residence for at least 5 consecutive years, with title reverting to the state for covenant violations

Appropriates $250,000 from the general fund through June 30, 2028 for program administration, surveying, and determining eligible parcels, with annual reporting required to the legislature
