Creates a new Hathaway scholarship for students attending state-accredited private postsecondary institutions in Wyoming, limited to $500 per semester for up to 8 full-time semesters

Caps participation at 200 students total, with eligibility requiring a minimum 3.5 high school GPA, completion of success curriculum requirements, and a standardized test score at or above the 79th national percentile

Funds scholarships from the existing Hathaway scholarship expenditure account, contingent on available funds and anticipated revenue

Requires the Department of Education to promulgate rules, certify scholarship amounts to the state treasurer, and submit annual reports to the governor and legislature

Includes a sunset provision repealing the program on July 1, 2029, with students graduating between school years 2025-2026 and 2028-2029 eligible to apply
