Eliminates judicial deference to state agency interpretations of statutes, rules, regulations, and final decisions, requiring courts to interpret their meaning de novo

Requires courts to resolve any remaining interpretive doubt in favor of limiting agency power and maximizing individual liberty

Removes the "rule of prejudicial error" from judicial review standards for agency actions

Amends W.S. 16-3-114 (general judicial review of agency actions) and W.S. 30-2-213 (judicial review of mine inspector decisions)

Effective July 1, 2026, applying to judicial review actions filed on or after that date
