Creates a private cause of action allowing Wyoming residents and businesses to sue foreign states and international organizations that threaten or enforce foreign censorship laws against constitutionally protected speech

Provides statutory damages of $1,000,000 per violation (adjusted for inflation) or 10% of defendant's annual U.S.-related revenue, whichever is greater, plus actual damages and attorney fees

Prohibits Wyoming courts from recognizing, enforcing, or giving effect to any foreign judgment, fine, or penalty based on expression protected by the First Amendment or Wyoming constitution

Bars state and local officials from cooperating with foreign extradition requests, arrest warrants, or mutual legal assistance treaty requests when the underlying offense involves constitutionally protected speech, with civil penalties up to $10,000 per violation

Effective July 1, 2026, with the attorney general required to promulgate implementing rules for law enforcement guidance
