Creates a new crime of "promoting obscenity to a minor" as a misdemeanor punishable by up to 1 year imprisonment, a fine up to $6,000, or both

Prohibits public school libraries and county libraries from curating materials deemed "harmful to minors" in collections intended for minors

Establishes a formal challenge process requiring libraries to review challenged materials within 60 days and relocate materials found harmful to minors to adult sections with restricted access

Repeals the existing exemption that protected employees at schools, colleges, universities, museums, and public libraries from prosecution under the promoting obscenity statute

Expands the definition of "sexual conduct" to include exposing minors to persons in sexually revealing costumes, stripping, or lewd dancing in places where minors are present
