Creates the forest health grant program administered by the state forester to fund projects on state, federal, local government, or private land for purposes including water quality enhancement, wildfire risk reduction, forest product production, and wildlife/livestock habitat improvement

Grants cover up to 75% of eligible project costs for non-federal land and up to 50% for projects on federal land, with remaining costs covered by matching funds including cash or in-kind contributions

Only nonprofit and governmental organizations are eligible for grants, and all grants require attorney general review and approval before being awarded

Appropriates $3,500,000 from the general fund to the forest health grant program account, with funds not lapsing at fiscal year end

Requires the state forester to report annually by September 1 to the joint agriculture, state and public lands and water resources interim committee on all grants awarded
