Prohibits governmental entities (state/local agencies, school districts, special districts) from using state funds to lobby the legislature, hire registered lobbyists, or pay dues to associations that employ lobbyists or lobby on their behalf.

Requires all governmental entities to submit an annual compliance certification to the Wyoming Attorney General by February 1 each year.

Governmental entities that fail to submit the required certification will be denied state funds and resources.

Grants the Attorney General and district attorneys authority to review certifications, seek injunctive relief, and take enforcement actions against violating entities.

Gives any Wyoming taxpayer or resident standing to sue for injunctive relief against prohibited lobbying activities, with prevailing plaintiffs entitled to recover court costs and attorney fees.

Effective date: July 1, 2026.
