State engineer must conduct a study on impacts of consumptive water uses that permanently remove water from the hydrological cycle, including hydrogen production, data centers, and carbon capture technologies

"Consumptive water use" is defined as electrolysis, plasma dissociation, thermochemical splitting, and other processes that dissociate water into elemental components for hydrogen fuel or chemical production

Study must analyze current large-scale industrial water use in Wyoming and provide recommendations to protect existing and future water users for municipal, domestic, agricultural, industrial, instream flow, hydroelectric, and recreational purposes

$500,000 appropriated from the general fund to the state engineer's office, available from the effective date through June 30, 2027, with unexpended funds reverting to the state

Report with findings and legislative recommendations due to the joint agriculture, state and public lands and water resources interim committee by November 1, 2026
